I'm nervous about Governor Daniels trying to tie tolls to everything.

Tolls are the wave of the future. It's the only way any new major highways are going to get built in this country.
I like the idea in principle. I can see how it ties together the Greensburg/Shelbyville/Batesville area with the Greenfield/Anderson/Muncie area and the Plainfield/Avon/Airport area. All of that is very important as the soutwest part of Indiana is going to emerge as a manufacturing cluster after the Honda plant opens. It's also very supportive of the strong distribution and logistics business in this state.
But what I don't get is - why not finish the loop around the north and west sides? Take it up north of Noblesville, across northern Hamilton County to just above Lebanon, out west of Brownsburg, and complete the loop.

They'll likely make it to federal interstate standards so it will be eligible for inclusion in the interstate numbering system. Would probably be something like I-269 or I-670.
